"campaign" and "recall"

    Hi guys,

    What's the difference between a "recall" and a "campaign"? I searched for
    my car's info on http://www.alldata.com/, and apparently there's never been
    a recall for '90 Volvo 740, but there was a campaign on cold starting
    problem. Does anyone know more specifically what this was about? Does the
    dealer pay for "campaign" or the owner does?

    With regard to the recalls for S70 on turn signal bulb and socket
    replacement, does that only apply to the North American models with the
    North American bulb and socket, or worldwide for cars with Eruo lights too?

    A recall is a federally mandated repair that is safety related and the
    cost of resolution is born by the manufacturer. A service campaign is a
    non safety related solution and is generally issued to clarify what would
    be a normal warranty claim, if the customer were to discover or request
    that particular repair. For example wrinkled or separating door panels in
    large quantities would not generally be expected to be replaced across
    the dealership universe, however when nearly 100% of mid production door
    panels proved to be defective a service campaign was issued and the mfr
    bore the cost of replacement on every complaint. The cold start campaign
    involved reprogramming the fuel computer or replacing the EPROM in the
    computer or replacing the computer to 1992 spec. The repair was done
    under the 5/50 emission warranty. Once the car runs out of warranty the
    cost of repair transfers to the owner. Recall repair costs belong to the
    mfr forever.
