You need to remove the instrument cluster to get to the bulbs. I did so
recently using the instructions from volvospeed.com bay 13. Worked like
    a charm.

    See: http://www.volvospeed.com/Dashremove.php

And, you're almost guaranteed to scratch up the plastic face of the
cluster if you try to pull it out from under the dash this way. It's
extremely difficult single-handed. If you have strong helper to hold
the dash up while you pull it, then it may be OK.

Actually, for a lamp, you could probably just reach around over the
top and replace it without removing the whole cluster.

When I had to replace my odometer gear, and scratched the lens on the
way out, I removed the entire dash top before replacing it.

I put some old towels over the potential contact area and did not
scratch my instrument panel face at all. You are right though, it is a
concern and you need to be both strong and careful!

If you mean the climate control module backlights, you remove the radio
and then the module from the front of the dash, then you use a
screwdriver to open the case of the ECC- the little bulbs are near the
front,obviously-an unusual bulb which you may have to get from the
dealer. The lights for the instument cluster are as the other posters
say.But if your AC controls aren't lighting, this is your fix.
